Facebook and Instagram Ads in Italy — Mobile, WhatsApp and a Country That Closes in August

Adyft Guide

Instagram Ads

Italy is a large consumer market with a distinctive commercial character, and it is one of the European markets least well served by pan-European campaign planning. It has an economy dominated by small and medium businesses rather than large chains, a strong preference for messaging over forms when contacting a business, sale periods set by regional regulation rather than by retailers, and a genuine national slowdown in August that has no equivalent in Northern Europe. It also has a meaningful divide in purchasing power between the industrial north and the south, which makes national targeting a blunt instrument. None of this makes Italy difficult, but it does make a copied campaign underperform in ways that are hard to diagnose from the ad account alone. This guide covers what actually differs.

Italians Message Businesses

WhatsApp penetration in Italy is among the highest in Europe, and using it to contact a business is entirely normal rather than novel. For advertisers this opens a route that outperforms the standard lead form in several categories.

  • 1Click-to-WhatsApp often beats lead forms — Particularly for services, considered purchases and anything requiring a question before committing. The conversation starts immediately in a channel the person already has open.
  • 2It suits an SME-heavy market — Italy has a very large number of small independent businesses, and customers are used to dealing with a person rather than a system.
  • 3Response speed decides the outcome — An unanswered message is visibly unanswered. This is a higher bar than an unanswered form.
  • 4It doubles as order confirmation for e-commerce — Useful where cash on delivery is in play, because a confirmation message measurably reduces refused deliveries.
  • 5GDPR still applies — A WhatsApp conversation begun from an advert is a commercial relationship with personal data attached.

💡 If you are running Italy with a standard lead-form campaign and results are disappointing, test click-to-WhatsApp against it before concluding the market does not work. In several categories the difference is large enough to change the verdict entirely.

The Saldi Are Regulated, Not Chosen

Italy sets its main sale periods through regional regulation, with defined start dates for winter and summer sales. Discounting outside those windows is restricted for certain retail categories, which shapes the whole promotional calendar.

Dates are set regionally

Start dates for the saldi are fixed by region rather than nationally, so they do not all begin on the same day. Worth checking for the regions you target rather than assuming a single national date.

Consumer attention concentrates sharply

Because discounting is restricted outside these windows, demand and advertising competition both spike when they open. Costs rise accordingly.

Plan campaigns to start before the window

Intent builds in the days beforehand while costs are still normal. This is the best value period around the saldi.

Black Friday has grown, and sits awkwardly

It is now commercially significant in Italy but interacts oddly with the regulated sale framework. Check what applies to your category.

Non-retail categories are less affected

Services and B2B are not bound by the same restrictions, though consumer attention still concentrates around the retail peaks.

August Genuinely Stops

Ferragosto in mid-August anchors a period when a substantial share of the country takes holiday simultaneously. Many small businesses close entirely for two or three weeks, and B2B activity effectively pauses.

  • 1B2B advertising in August is largely wasted — Decision-makers are away and nothing progresses. Move the budget to September.
  • 2Tourism and coastal categories move the opposite way — Demand shifts geographically toward the coast and the islands, and hospitality peaks.
  • 3September is the real restart — Comparable to January elsewhere. Both consumer and business activity rebound sharply, and it is the strongest planning window of the second half of the year.
  • 4Do not launch a new market entry in August — You will get poor data and conclude the market does not work.
  • 5Check your own delivery and support coverage — If your suppliers or couriers are on the same schedule, promising fast delivery through August is a promise you may not keep.

North and South Are Different Markets

Italy has a pronounced economic divide that matters for targeting in a way national-level planning obscures.

  • 1The industrial north has higher purchasing power — Lombardy, Veneto, Emilia-Romagna and Piedmont carry the bulk of business activity and higher average incomes. Costs are higher and so are order values.
  • 2The south is more price-sensitive — Lower average incomes and different consumption patterns. Products priced for Milan may simply be unaffordable further south, and a national campaign averages the two into something that suits neither.
  • 3E-commerce adoption varies regionally — Along with delivery infrastructure and delivery times, which affects both conversion and customer satisfaction.
  • 4Run separate ad sets by region — At minimum north and south, ideally by the regions that matter for your category. This is where a lot of wasted Italian spend hides.
  • 5Rome and Milan behave differently — Milan is the commercial and fashion centre; Rome is administrative and tourism-heavy. Not interchangeable audiences.

Payment, Language and Tone

Cash on delivery persists in e-commerce

Less dominant than a decade ago but still meaningful, particularly in the south and for first-time buyers from an unfamiliar seller. Plan for refused-delivery costs if you offer it.

Card and digital wallet use is growing fast

Local instant-payment options have gained real traction alongside international cards. Check your provider covers what Italian buyers expect.

Italian creative is essential

English proficiency is lower than in Northern Europe, and English-language advertising performs poorly outside narrow international segments.

Design and presentation carry weight

Aesthetic quality is noticed. Poor visual execution undermines credibility faster here than in more utilitarian markets.

Prices include VAT for consumers

IVA-inclusive display is expected, and unexpected costs appearing at checkout are both a compliance issue and a conversion problem.

Common Mistakes

  • 1Defaulting to lead forms over WhatsApp — Ignores how Italians prefer to contact businesses.
  • 2One national ad set — Averages a genuine economic divide into a targeting decision that fits neither half of the country.
  • 3Advertising through August without adjusting — Especially in B2B, where the month is effectively dead.
  • 4Assuming the saldi start on one national date — They are set regionally.
  • 5English-language creative — Performs poorly outside narrow segments.
  • 6Card-only checkout in categories where cash on delivery still matters — Loses conversions among exactly the cautious first-time buyers you were trying to win.
