Western advertising assumes a website: an ad is clicked, a page loads, a form is filled or a basket is checked out. Across the Gulf that chain frequently has one fewer link — the ad opens a WhatsApp conversation, and the sale is agreed in the thread. Meta supports this properly with a Click-to-WhatsApp objective. What it does not do is tell you about the several specific ways the setup fails silently, which is what this covers.
What the objective actually does
A Click-to-WhatsApp ad replaces the website destination with a chat destination. Tapping the button opens WhatsApp with your business number and, usually, a prefilled first message. Meta optimises for conversations started rather than clicks or page views, which means it learns toward people who actually open a thread rather than people who tap and leave.
That optimisation is the real value. A traffic campaign pointed at a wa.me link will buy you taps. A proper Click-to-WhatsApp campaign buys you conversations, and the difference in quality is large.
The failures that kill these campaigns quietly
These are all things we have seen break a live UAE or Indian campaign, none of which produce an obvious error at the time.
The leading zero
A UAE mobile written as 050 123 4567 needs to become +971 50 123 4567. Strip the country code and keep the zero, or add the country code without stripping the zero, and you get +971 050 123 4567 — a number that does not exist. The ad runs, the button appears, and every tap lands on nothing. Nobody complains, because the people who tapped simply gave up.
💡 This is worth checking by hand on every campaign before it goes live: tap your own ad preview on your own phone and confirm the chat opens to the right number. It takes ten seconds and it is the single most common reason a click-to-chat campaign produces zero conversations.
The Page is not linked to WhatsApp
Meta requires the Facebook Page running the ad to have a WhatsApp number connected to it. If it does not, the campaign fails at launch with error 2446886, which reads as a generic permissions problem and sends most people hunting in the wrong place. The fix is in Page settings, not in the ad account.
A video creative cannot carry the link
This one is genuinely obscure and cost a customer of ours sixteen failed launches across two nights. On an image creative, a WhatsApp call-to-action accepts a value containing a link parameter. On a video creative, the identical value is rejected — Meta returns error code 105, subcode 1815630, described only as "number of parameters exceeded". The real reason appears nowhere except a localised message buried in the response: remove the link parameter from the WhatsApp call-to-action.
Because image creatives accept it, the bug is invisible until the first time someone uses video. If your tool has never been tested with a video Click-to-WhatsApp ad, assume it will fail.
Per-card links on a carousel
A carousel can give each card its own destination, which is excellent for a shop. On a click-to-chat campaign it is a trap — writing a web link onto a card replaces the chat destination with a web page, and the campaign quietly stops being a WhatsApp campaign. Any tool offering per-card links needs to skip them entirely when the destination is a chat.
What a working campaign looks like
Objective
Engagement, optimised for conversations started — not traffic pointed at a wa.me URL. The optimisation target is the whole point.
Number format
Full international format, country code present, leading zero removed. Verified by tapping your own preview.
Budget
Above Meta's AED floor per ad set. Conversation optimisation sits in the higher tier, around AED 11.07 a day per ad set on an AED account.
First message
Prefilled and specific — "I saw your ad about the Ramadan offer" beats "Hi". It tells whoever answers which campaign produced the lead.
Answer the message, or do not run the ad
The uncomfortable part. A Click-to-WhatsApp campaign converts taps into conversations, and a conversation that sits unanswered for four hours is worth less than no conversation at all — you have paid for it and annoyed the person.
Two things help. A WhatsApp Business greeting message so nobody is met with silence, and icebreaker prompts so the person has something to tap rather than having to compose an opening line. Both are free and both are set in WhatsApp Business rather than in the ad. If you cannot commit to answering within the working day, a lead form is a more honest choice than a chat button.
What it costs
To give you something real rather than an industry average: a click-to-chat campaign we run in India settled at ₹9.39 per click with a 0.89% click-through rate, and produced its first conversation within the first few thousand impressions. Click-through on chat campaigns is typically lower than on traffic campaigns, and that is not a problem — you are buying a narrower, more intentional action.
💡 Do not compare a chat campaign's CTR against a traffic campaign's and conclude it is underperforming. A traffic campaign at 5% CTR delivering nobody who talks to you is worse than a chat campaign at 0.9% delivering people who do.
